In Memoriam: Tim Jackson
Former Morristown Councilman Tim Jackson passed away on Monday, April 27, at the age of 77. Jackson, who served three terms on the council from 1996 to 2007, was remembered as a champion for tenant rights and local arts. Beyond politics, he had a colorful history as a glam/punk drummer in The Stilettos with Debbie Harry and was a dedicated painter who continued his craft even after a stroke. During a Tuesday council meeting, Mayor Tim Dougherty gave an emotional tribute, noting Jackson’s influence on his own entry into politics.
Local Governance and Education
School Budget Approval:
On Monday, April 27, the Morris School District Board of Education approved a $155.7 million budget for the 2026-27 school year. This includes a 3.5% tax levy increase, which was permissible beyond the state’s 2% cap due to a 17% rise in healthcare benefit costs. While 21 positions were eliminated to save costs, district officials emphasized that services and programs for special education students would not be reduced.
Mt. Kemble Housing Settlement:
On Tuesday, April 28, the Morristown Council unanimously approved a resolution for 100 housing units on Mt. Kemble Avenue. This settles a long-standing lawsuit with Russo Acquisitions LLC and the Fair Share Housing Center. The project includes 20 affordable units and grants the town immunity from “builder’s remedy” lawsuits for the next decade.
“All-Electric” Ordinance Defense:
Morris Township Deputy Mayor Siva Jonnada published a commentary on April 28 defending the Township’s ordinance requiring new apartment constructions to be all-electric. The ordinance is currently facing a lawsuit from the Department of Justice, but Jonnada argued it is a necessary innovation for health, safety, and addressing climate change.
Statewide Housing Policy
On Monday, April 27, Gov. Mikie Sherrill signed Executive Order No. 17, launching a statewide review of public land and regulatory barriers to accelerate housing production. This order creates a Housing Governing Council to address New Jersey’s high housing costs, noting that more than one-third of the state’s households are currently “housing cost-burdened.”
