New Jersey Opens Enrollment for 2027 Health Insurance as Federal Aid Rules Change

Residents have until Jan. 31 to enroll through Get Covered New Jersey, with a Dec. 31 deadline for coverage beginning Jan. 1.

NEW JERSEY – Enrollment for 2027 health coverage through Get Covered New Jersey opened Nov. 1, giving residents three months to compare private insurance plans as changes in federal financial assistance affect costs and eligibility.

The enrollment period runs through Jan. 31, 2027, according to the Department of Banking and Insurance’s Oct. 28 announcement. The marketplace’s enrollment guidance specifies two coverage dates: select a plan by Dec. 31 for coverage starting Jan. 1, or by Jan. 31 for coverage starting Feb. 1.

Get Covered New Jersey is the state’s marketplace for buying individual health insurance. It also determines eligibility for financial assistance that can reduce premiums and, for some enrollees, the amount paid when receiving care.

Five companies are offering marketplace plans for 2027: Ambetter from WellCare of New Jersey, AmeriHealth, Horizon Blue Cross Blue Shield of New Jersey, Oscar and UnitedHealthcare, the department said. Residents can compare available plans using their ZIP code, age and income.

“We know that when President Trump gets involved, everyday New Jerseyans suffer. Tens of thousands of residents have already been priced out of health coverage under the Affordable Care Act, and hundreds of thousands more are at risk of losing their Medicaid eligibility,” said Governor Mikie Sherrill. “The Trump Administration and Washington Republicans’ policy changes and budget cuts are making health coverage harder to get and harder to keep, forcing New Jersey families to choose between getting the care they need and paying their bills. I encourage all New Jerseyans in need of health insurance to explore their options under GetCoveredNJ and find a plan that works for them. My Administration will continue fighting to protect coverage, lower costs, and connect families with quality coverage.”

Financial assistance remains available

The expiration of enhanced federal premium tax credits at the end of 2025 reduced assistance for many consumers. That change did not eliminate every form of help.

The state continues to offer New Jersey Health Plan Savings to eligible households earning up to 600% of the federal poverty level. For 2027, the state’s financial assistance page lists income limits of $95,760 for an individual and $198,000 for a family of four.

Federal premium tax credits reduce monthly premiums. A separate benefit, cost-sharing reductions, lowers eligible consumers’ deductibles, copayments and other out-of-pocket costs, but is available only when those consumers select a Silver-level plan.

Eligibility depends on income, household size and other requirements. Consumers receiving advance premium tax credits must reconcile that assistance with their actual annual income when filing federal taxes. The marketplace advises enrollees to update their application when income or household circumstances change.

Some residents face additional eligibility changes

Get Covered New Jersey’s federal policy update says some lawfully present noncitizens who previously qualified for federal financial help will no longer qualify beginning in 2027. The remaining eligible categories include lawful permanent residents, certain Cuban and Haitian entrants, and qualifying migrants from Compact of Free Association countries.

The update also addresses new NJ FamilyCare work or community engagement requirements beginning Jan. 1 for some adults. The state says people who lose NJ FamilyCare eligibility because they do not meet those requirements may be able to buy marketplace coverage but will not qualify for financial help toward that coverage under the federal rules.

These are separate eligibility questions. A household’s ability to enroll in a plan, receive financial assistance or qualify for NJ FamilyCare should be checked individually.

Free enrollment help

The marketplace offers free help from trained navigators and assisters by phone and in person. Residents can also call 1-833-677-1010, with TTY service at 711.

Existing enrollees can log in to review their 2027 options and update their income, address and household information. The state’s comparison tools also allow consumers to check whether plans include their doctors before choosing coverage.
