State liquor records identify the proposed establishment as Sofias Table and Terrace, while the public zoning agenda does not disclose its seating capacity, parking plan, terrace location or reason it has remained pending since February.
MORRISTOWN, NJ – A proposal to open a restaurant with liquor service at 133 South Street, the former Capital One property, is scheduled to return to the Morristown Board of Adjustment on Wednesday, July 15, 2026.
The board’s agenda identifies the applicant as William Walsh, described as under contract to purchase Block 6204, Lots 14 and 15. Walsh is seeking major site-plan approval for a restaurant with liquor service, an addition to the existing building and associated site improvements.
New Jersey Division of Alcoholic Beverage Control (ABC) records lists plenary retail consumption license No. 1424-33-034-010 at 133 South Street under the establishment name Sofias Table and Terrace and the licensee 13 South Group LLC.
The ABC report says the license became effective at that address on Sept. 29, 2025. It also records an inactivity start date of Oct. 15, 2024, and an expiration date of June 30, 2026. Whether the license was renewed for the 2026-27 licensing year was not apparent in the publicly available records reviewed for this story.
Town Council approved moving an inactive liquor license to 133 South Street in September 2025. 13 South Group includes members of the Walsh family, which operates Tashmoo and The Homestead on DeHart Street.
At that September 2025 council hearing, Eric Heinel, identified as the prospective restaurant’s operator, described Sofia’s Table as an upscale, seasonal American restaurant. The reported concept included traditional dining on the first floor and a higher-end lounge on the second.
Parking and Terrace Questions
Parking emerged as a concern during that hearing. Attorney Robert C. Williams said the project would require 161 spaces under the town code, with 51 available. The underlying calculation and any proposed off-site arrangements have not been posted with the zoning agenda, so those numbers could not be independently confirmed.
Morristown’s land-use ordinance calculates parking for liquor-licensed restaurants using seating and linear feet of bar area. The ordinance permits as much as 100% of required parking to be supplied off site under certain conditions, but the off-site parking access point generally must be within 400 feet of the property.
The design of the proposed “terrace” is another unanswered question.
A council member raised concerns last year about the possibility of a rooftop bar and its effect on nearby residents. The town code classifies commercial rooftop decks containing bars, nightclubs or liquor-licensed restaurants as prohibited uses. Separately, outdoor restaurant areas generally must close by 11 p.m.
The July agenda describes only a building addition and site improvements. It does not say whether the terrace would be at ground level, on an upper floor or on a rooftop.
Application No. 2554 first appeared on the board’s Feb. 18 agenda. It was subsequently listed as carried on April 15, May 6 and May 20. The current agenda again describes it as carried from Feb. 18.
As of Tuesday, the town’s 2026 zoning-board archive did not contain minutes for those later meetings, leaving no posted explanation for the repeated postponements.
The board will meet at 7:30 p.m. in the Court/Council Room at Town Hall, 200 South Street. Formal action may be taken. The town says the application documents and exhibits can be inspected at Town Hall during normal business hours. The zoning office can be reached at 973-292-6723.
