Ringwood, North Hunterdon Regional and Guttenberg will examine whether shared or consolidated districts could improve programs and reduce costs, but no merger has been approved.
TRENTON, N.J. Three North Jersey school systems have received a combined $402,250 to study possible regionalization, according to a Department of Community Affairs announcement posted July 23.
The awards are:
- North Hunterdon Regional School District, Hunterdon County: $174,250
- Ringwood Public Schools, Passaic County: $150,000
- Guttenberg Board of Education, Hudson County: $78,000
The grants pay for feasibility studies, not consolidation itself. Participating districts are encouraged to consider the findings but are not required to proceed with a merger, shared district or other restructuring.
The studies can examine enrollment trends, building use, staffing, class sizes, curriculum, debt, existing contracts and the financial consequences of combining services or reorganizing district boundaries. State criteria require proposals to consider educational quality, efficiency and geographic practicality.
They must also evaluate racial and socioeconomic effects. A proposed structure may not increase or worsen segregation.
Ringwood’s grant application identifies Wanaque Public Schools and the Lakeland Regional High School District as participants in its study. The state announcement did not identify every prospective partner involved in the Guttenberg and North Hunterdon reviews, so no additional district configuration should be treated as settled.
The School Regionalization Efficiency Program can cover up to 100 percent of an eligible feasibility study. Districts must ultimately produce findings, recommendations and an implementation plan before receiving full reimbursement.
Residents should expect opportunities for public review before any structural change advances. A study can conclude that regionalization is beneficial, that a limited shared-service arrangement is preferable or that no reorganization should occur.
